The duo completed the field for the £400,000 tournament, which will be held from November 12 for eight days at Wolverhampton Civic Hall, at last night's 'wild card' qualifying tournament at the K3 Centre in Crawley.
Hylton made it through to the last 16 but lost 4-2 to Colin Lloyd.
Wednesfield's Ash Khayat defeated fifth seed Michael Smith in the PDC World Youth Championship, played at the same venue on the day, but was knocked out 5-3 by?Sam Hill in the third round.
Birmingham's Matt Gallett made it through to the second round but lost 5-3 to James Hubbard, who made it all the way to the final.
Hubbard will face Michael van Gerwen next May, looking to avenge his loss to Arron Monk in January's first-ever final, but both automatically claimed Grand Slam spots by virtue of playing down to the last two.
