If approved, the Bridge Street building could become 15 studio flats, 31 one-bedroom flats, eight-two bedroom flats and one-three bedroom flat.
Plans put forward by applicant Mr Sandhu of Charles Jordan Ltd include a ‘car-free scheme’ with communal rooftop amenity space and a basement cycle store for 55 bikes.
The site is located within Bridge Street Conservation Area and at the moment is partially occupied.

The County Courts occupy parts of the first and second floors of the building, and a number of commercial uses are on the ground floor, including a bar, but some units are vacant.
The rest of the building, including sections of the first, second and third floor, have been vacant for a number of years.
Agent, Marrons, said what was formerly used as office space is falling into a state of disrepair having been subject to a number of break-ins and vandalism attempts.
Previously the site was home to the Co-op building which was on the site as early as 1938.
Prior to this, the site was occupied by ‘Kenmare House’ in circa 1886 with associated gardens and a glasshouse.
The plans state that the proposed development, including works to the front of the building and proposed rear elevation and roof level, would result in a low level of harm.
It also said there will also be no harmful impact arising from the proposed internal alterations.
Marrons said: “Overall, the site is a building of local historic interest that is currently underutilised.
“There is an opportunity to bring forward a viable use, which will serve to support the vitality and vibrancy of town centre offering in Walsall.
“This proposal represents an opportunity to rejuvenate a non-designated heritage asset, to bring forward much-needed housing within a sustainable location and help to improve the vitality and viability of the town centre offer.”
