A planning application for the Bush Inn on Buffery Road, Dudley, which is likely to be decided within weeks, would create places for 11 children.

The scheme has attracted 25 objections including a joint letter from the three councillors who represent the St Thomas’s ward.

The letter said: “This location presents inherent road safety risks, particularly for vulnerable children.

“The increased vehicle movements associated with a fully staffed care home will further exacerbate congestion, increasing the likelihood of traffic accidents.”

Councillors also highlight a number of concerns including the number of applications for similar developments in the area, fears about an increase in crime and anti-social behaviour and a lack of detail from the applicants.

A statement supporting the application said: “This is not a supported living accommodation; instead, it will operate as a fully staffed care home, registered with the Care Quality Commission (CQC).

“The care home will provide a safe and structured environment, offering 24-hour support tailored to the individual needs of the residents.”

The development would create two homes, one for six children and one for another five.

There would also be up to six members of staff in each home during the day and up to three at night.

The statement concludes: “The proposed use as a children’s care home addresses a significant need in the community, ensures compliance with all regulatory requirements, and brings long-term social value to the area.”

The application has also raised concerns from West Midlands Police who say it is in an already high-crime area and could cause an increase in anti-social behaviour, vehicle crime and burglary.

Dudley Council’s Children’s Services also said they believe it is an unsuitable place for a children’s home.
