The Uptonsteel lorry crashed outside The Castle pub in New Road, Willenhall, at around 11am today.
West Midlands Police officers are at the scene on the B4464 and have sealed off the road while it is made safe.
Pictures taken at New Road suggest the lorry was turning into Peel Street when it crashed and forced the scaffolding to have come away from the building.
A worker was left standing on the scaffolding around 20ft high.
