Carl Mellor, head of planning at Dudley Council, rejected an application to demolish and replace a crumbling semi-detached house in Buffery Road, Dudley.
The property is two doors away from the former Old Bush pub, which was also recently the subject of controversial development proposals, which were turned down by planners.
Mr Mellor said the developer for the latest scheme had failed to provide consistent details of how the proposed house would affect the area.
"The plans and the supporting documentation provided are contradictory and do not adequately convey the proposals in respect to relevant material considerations including design, impact on amenity and highway safety," he said.
Mr Mellor added that the site was in a high-risk area for coal-mining subsidence, but the developer had failed to provide details of investigations into the associated risks, or how they would be mitigated.
"The applicant has failed to demonstrate how the application site is to be made safe, stable and suitable for the specific scheme of development," said Mr Mellor.
The present dilapidated house is attached to a barber shop. The new application is for a detached property, although the drawings submitted suggest it would be still be attached to the neighbouring building.
A highways report also voiced concerns that no provision had been made for car parking, adding that the property was on a busy road.
"There are also safety risks associated with providing parking in front of the property, with this also not being provided for adjoining properties," it said.
Bradley Shelton of the Coal Authority also voiced 'fundamental concern', saying the applicant failed to submit a risk assessment.
In March, Dudley Council refused an application by Blackeye Property to convert the neighbouring former Bush Inn into a children's care complex following almost 150 objections from residents.
The plans also sparked opposition from Dudley Council's children's services department, which said the location was unsuitable.
The 196-year-old pub closed last year.
