Second attempt to build homes on former Dudley driving test site, after failing first time

Plans to build houses on the site of a former driving test centre car park have been submitted for a second time - after failing to convince planners last year.

Martin Fraser has lodged a fresh application to build two small detached homes on the car park of the former driving test centre in Lower Gornal.

An application was put before Dudley Council planners last year, but was 'surprisingly' rejected on the grounds that the gardens were too small, it was too close to protected trees, and overlooked neighbouring properties.

Mr Fraser has now modified the plans in the hope that they will pass the planning test.

A statement issued on his behalf said an updated tree survey and report would accompany the application, explaining improvements to the site. "There are no rear or side first floor windows and no privacy or overlooking issues whatsoever," it said. "The gardens are above national and regional guidelines."

It said both of the two-bedroom homes would have their own driveways. 

It added that the number of cars entering and leaving the site in Turner Street would be far smaller than when it was used as a car park.

The statement expressed surprise that the previous application had been turned down.

"With no feedback whatsoever, the scheme was surprisingly refused," it said.

Dudley Council's planning department will now look at the revised plans.

The former driving test centre in nearby Lake Street closed in November 2019, when it moved to Newton House in Kingswinford.
