Damning inspection report issued on Wednesbury care home

Vulnerable people at a care home in Wednesbury are not being protected from abuse from other residents, a damning inspection report has said.

Residents at The Shrubbery told Care Quality Commission inspectors they did not feel safe.

The care home has been placed into special measures and warned it will be shut down if it does not improve.

The report states: "Quality monitoring and audits had failed to identify that a number of areas of service provision were not meeting the requirements of the law.

"People were at risk of harm and injury and no action had been taken to address this. The provider had failed to notify us of issues that they were required to by law.

"There were insufficient staff available to meet people's needs or to keep them safe.

"The provider had not ensured that the premises were safe and free from hazards.

"People were not properly protected from abuse or degrading treatment from other people."

However, more positive comments were received in respect of staff training.

It added: "Staff told us that they received an induction when they started to work at the home, on-going supervision and that they were supported well. Staff confirmed that they had the training that they required."

The Shrubbery, in Wood Green Road, is registered to provide accommodation and personal care to a maximum of 28 older people and younger adults who may have Dementia or mental health needs.

On the day of the inspection, in March, 22 people lived at the home.

However, there was no registered manager in post.

The home was rated inadequate in two categories and requiring improvement in three others.

A spokesperson for the home said: "We have made significant improvements since the release of the report. We have taken all the necessary steps to inform families and we are working closely with all the external agencies.

"We are providing safe care for staff and service users with the recent appointment of a new care manager.

"We want to reassure everyone that we are on the right path in coming out of the inadequate rating."
