The three-storey John Street building now has permission to become 16 one-bedroom flats, three two-bedroom flats, each with bathrooms, kitchen and dining areas.
Also included in the plans is a community garden, four car parking spaces, and a bike shed.
Applicant My Ian Young proposed no external alterations to the pre-war building which is listed as a non-designated heritage asset.
Internally, much of the layout will remain the same with only minor ‘remodelling’ needed to transform the 1250 square metres of floor space.

The application detailed provision of a phone line which could be used in the event of unacceptable tenant behaviour, which will be staffed seven days a week.
West Midlands Police first announced the closure of Willenhall Police Station in 2014.
In a bid to save the force money, Willenhall, Aldridge and Bloxwich Police Station were closed to the public.
Police and Crime Commissioner at the time, David Jamieson, said the stations were empty since there were 1,300 fewer police officers in the West Midlands in 2014 than there were four years previously.
