Serial sex attacker jailed for life after raping and kidnapping pensioner
A man who raped and kidnapped an elderly woman just one month after being released from prison has been jailed for life.
Ashley Shuck was freed on licence after being jailed for eight years for another rape in 2012 when he attacked the pensioner, and a second woman, in June this year.
A serious case review has now been launched to investigate how the 24-year-old was able to carry out the attacks so soon after his release.
Shuck, who was jailed aged 19 for raping a teenage girl in 2012, assaulted and raped his latest two victims at homes in Kidderminster on June 18 this year.
He attacked his first victim - a woman in her 20s - at her friend's house in the early hours of the morning, before moving on to the elderly woman's home.
He then raped the pensioner, kidnapped her and then forced her to drive around Worcestershire for more than two hours.
Shuck, of Ombersley Road, Worcester, appeared at Worcester Crown Court on Monday where he was sentenced to life in prison after earlier pleading guilty to two counts of rape, two counts of sexual assault and one count of kidnapping.
He was also made the subject of a lifetime Sexual Harm Prevention Order and will be placed on the sex offender register for the rest of his life.
A multi-agency serious case review is now underway to examine whether the bodies involved in Shuck's offender management programme - including the police, prison and probation services - did all they reasonably could to manage the risk of him further offending.
The case has also been refereed to the Independent Police Complaints Commission.
West Mercia Police Assistant Chief Constable Richard Moore is chair of the Strategic Management Board for the region's multi-agency public protection arrangements (MAPPA) and promised any issues would be addressed.
He said: "Following his release from prison in May 2017, Ashley Shuck was managed through multi-agency public protection arrangements.
"The Strategic Management Board for West Mercia MAPPA has now commissioned a mandatory multi-agency serious case review to examine the offender management of Ashley Shuck.
"The board has appointed Jill Hawes, formerly Senior Manager of Worcestershire Adults Safeguarding and MAPPA Coordinator, as independent chair of this review.
"We have also made a referral to the Independent Police Complaints Commission (IPCC) which has recommended a local investigation managed by West Mercia Police.
"Our officers, staff, and partners work together in the MAPPA to provide the best possible protection to the public.
"In this case serious further offences have been committed and it is essential that we examine all the circumstances and address any issues arising."
Detective Chief Inspector Mel Paley, from West Mercia Police, added: "Our thoughts are with the women who have been the victims of sexual assault at the hands of Ashley Shuck.
"Specialist liaison officers have been supporting them throughout this process and will continue to be available for as long as they are needed."
