A fire alarm blared through the shopping centre and the offices at Mander House at around 9.30am on Tuesday.
Employees were evacuated from the office block to Queen's Square while shoppers were ushered out onto Dudley Street.
Some of the companies that work from Mander House include the Express & Star, Tomato Energy, and Wolverhampton City Radio.
The security team at the Mander Centre informed the office staff that the fire alarm was just a drill, and that they carry out planned fire evacuations every six months.
