Christopher Thompson, aged 35, from Walsall, was arrested shortly before 2.45pm on Tuesday (April 22) on Intown Row.
Thompson, of no fixed address, is accused of stealing from a number of shops in Walsall town centre.
He was remanded to appear before Wolverhampton Magistrates today charged with three shop thefts and possession of class A drugs.
A spokesperson for West Midlands Police said: "The arrest on Tuesday was made by our Op Prosper team. The team has been funded by £25,000 from the West Midlands Police and Crime Commissioner and sees the establishment of a new targeted enforcement team to crack down on youth violence, organised crime and anti-social behaviour.
"The team is made up of a sergeant and five officers and is focused on cracking down on crime by arresting known offenders, disrupting organised criminal gangs and those intent on inflicting fear and misery to the people who live, work and commute through Walsall town centre.
"The operation concentrates on reducing organised criminal activity in known hotspot locations within the St Matthew’s ward in Walsall.
"Combatting shop thefts is a priority at Walsall LPA and we launched Op Marigold in a bid to tackle shop thefts across the Walsall borough."
