Stephen Michael Cole disappeared in June 1996 from his home in Walsall after returning from a camping holiday in North Wales with a friend.
Since then, there has been no trace of Stephen, who was 30 at the time of his disappearance.
Today (Sunday) would be Stephen's 59th birthday, so West Midlands Police are appealing for any information which could help them establish what happened to him.
He was last seen on 23 June 1996 returning to his home in Dora Street, Pleck after a camping trip in Betws y Coed in Wales.
A friend helped him bring his camping gear into the house and Stephen said he was going to go out for a drink.
Stephen was reportedly in good spirits when he left his house, but he was reported missing after he failed to meet up with his parents as previously arranged.
Since then, there has been no trace of Stephen, with his tent and sleeping bag also missing from his home.

Stephen was 5ft 9ins and has short well-groomed brown hair.
He was last seen wearing blue jeans and tan boots, with a bright pink short-sleeved polo neck jumper.
He had blue eyes and would wear a gold ring and bracelet on his right hand.
Stephen was a keen outdoor adventurer who regularly went climbing, walking and camping.
It is possible he took camping gear and went back to Wales for some reason, but there has been no sign of life from him since he was last seen.
