The appeal comes after a member of the public contacted the animal welfare charity after finding the body with pellet holes in the bird's wing, body and head.
The buzzard was found near Severn Trent's Four Ashes Sewage Treatment Works in Enterprise Drive, Wolverhampton, on Wednesday March 12.
The RSPCA also said that there had been reports of a second buzzard being shot in the same area, however, they have been unable to find a body.

RSPCA animal rescue officer, Lucy Kingsley, who is investigating for the welfare charity, said: "It’s really sad that this beautiful bird appears to have died after being deliberately targeted. We’re appealing for anyone who has any information about those responsible for this to contact us.
“There have also been reports of a second buzzard killed in the same area, however, we've been unable to find a body. Targeting an animal in this way may cause this significant pain and suffering before death."
The welfare officer said that wild birds are 'protected by law' and that injuring or killing them can result in six months in prison, or an unlimited fine.
She said: "We share our space with wildlife and they deserve our respect and kindness.
"All wild birds are protected in law, and the maximum penalty for injuring or killing a wild bird is six months in prison and/or an unlimited fine."
If anyone has information about the incident, they are asked to contact the RSPCA's appeals line number on 03001238018 and refer to incident number 01467643.
