Margaret Conway was catching a train into Birmingham from Wolverhampton Railway Station in June 2021, when many areas were subject to Covid lockdown measures, and decided to use a nearby car park in Corn Hill.
However, the 81-year-old claims that when she went to pay she was unable to do so because the ticket machines were covered up.
She claims she then attempted to call a phone number displayed on the machine four times, but was told a password she entered on the automated system was incorrect.

Miss Conway said she drove her white Toyota out of the car park, which is owned by Euro Car Parks, after around 25 minutes following several failed attempts at paying.
