Steven Richards, aged 43, of Lickhill Road, Stourport-on-Severn, was arrested following an incident in Worcester on 26 April last year when he was found in possession of an the lock knife.
Officers went to a location in the city after reports of antisocial behaviour by a male who was balancing sticks on his head, walking into a road and shouting abuse at a member of the public. When he was searched the small knife was found in Richards’ jacket pocket.

He had previously also been involved in incidents where he has been verbally abusive and intimidating towards members of the public in Stourport where he lives which resulted in him being handed a Community Protection Notice (CPN), as well as antisocial behaviour when he has visited Worcester and Hereford city centres.
He also made unnecessary phone calls to the police in February last year.
Due to the latest incidents he was made subject to the CBO at Kidderminster Magistrates Court on February 17. At the hearing he was found guilty of having a bladed article in a public place.
The new order supersedes his CPN and runs until February 2028 meaning he is banned from refusing to leave any location, area or building when asked by someone with the authority to do so in England and Wales. And must not contact West Mercia Police except for a genuine emergency; and must not verbal abuse, shout or swear at force operators.
