Environmental health officers visited Burger ‘N’ Grill in August, 2022, and again in February, 2023.
On both occasions, the business was ordered to temporarily close using emergency powers due to rat activity.
Kuljit Bains, former director of the High Street eatery, pleaded guilty to 12 food hygiene offences at Walsall Magistrates Court in September.
The case was then referred to crown court for sentencing because of the seriousness of the offences, a Dudley Council spokesperson said.
