The super-tip, officially named the Household Waste Recycling Centre and Waste Transfer Station, is set to replace the current Waste Recycling Centre at Merchants Way, Aldridge.
The Merchants Way site will remain open until the new facility is ready, which is expected to be in summer 2025.
The station will have the capacity to process 40,000 tonnes of rubbish per year across 19 bays, each housing two skips.
Much of the energy needed to run the facility will be offset by solar panels which will be installed at the site.
