If approved, the building, located at the junction of Lower Hall Lane and Upper Hall Lane, could be brought back into use.
The proposals for the three-storey building include three two-bedroom apartments, 12 one-bedroom apartments and five studio apartments.
There would be 19 parking spaces, with 10 electric charge points and an internal bicycle store. Access to the car park is from Lower Hall Lane and the plans propose no changes to ‘character and appearance’ of Millennium House.
It’s the third application submitted by applicant Mr Jacob Fekete for change of use from offices to flats. The first, submitted in 2022, was refused by Walsall Council for the reason that as the building did not meet the continuous use requirement and it failed to provide adequate natural light in some apartments.
Additionally, insufficient information was submitted regarding transport impacts, safe site access, and the development’s effect on the Church Hill Conservation Area’s character. The second application submitted earlier this year was withdrawn by Mr Fekete.
Agent Bharya DBC Ltd said: “The proposed change of use would create much needed housing for individuals, couples and young families with the convenience and easy access to the array of public transport, shops and services within Walsall town centre.”
