Shavangi Chopra, manager of Blakenhall Neighbourhood Nursery in Blakenhall, said she cried tears of joy when she heard news of the inspection result.
The education watchdog paid a visit to the Baggot Street nursery in July and found children were "excited and ready to learn".
It added that the nursery was "warm and nurturing" and staff have "high expectations" of youngsters.
Inspectors also found children were provided with an "abundance of praise" by workers at the nursery when they make contributions, which helps to improve their confidence and self-esteem.
