After the surgery in Fernwood Drive closed in 2004 it became a retail unit, but is now standing empty prompting proposals to Cannock Chase Council.
There have been 189 letters in opposition along with a 11-name petition, which mainly contains the the same people who have made written objections.
Concerns over the plans for the business include the impact of noise, odours and need for the restaurant and takeaway in that location.
Members of the Cannock Chase Council planning committee are being recommended to approve the application when they meet on Wednesday.
