The 48-year-old man was homeless and was thought to have been sleeping rough in the Smethwick area, police said.
The body of Mr Singh was discovered by staff at Anglosel in Chimney Road in the early hours of Friday morning.
Detectives working on the case are now trying to locate his next of kin.
